The City of Swan Administration Centre solar PV project involved the design, installation, testing, and commissioning of a grid-connected photovoltaic (PV) system to improve the facility’s renewable energy generation capacity and reduce reliance on grid-supplied electricity.
The project was designed to maximise onsite solar energy utilisation by integrating a high-efficiency PV array across multiple roof profiles while addressing site-specific challenges associated with roof orientation, shading, and access requirements. The completed installation provides a reliable renewable energy solution to support the facility’s energy
management and sustainability objectives.

Installation Challenges
The City of Swan Administration Centre project presented several technical and safety challenges due to the complexity of the existing roof structures. A major challenge was the installation of PV modules on the high-pitch corrugated sheeting roof, with an approximate roof pitch of 45 degrees, which required additional planning and specialised installation methods to ensure safe access and secure mounting of the solar array.
Due to the steep roof angle, a levelled access walkway fitted with guardrails was installed to provide a safe working platform for personnel and facilitate the installation and future maintenance of the PV system. This edge protection system enabled safe movement across the roof while complying with working-at-heights requirements. Additional challenges included working across two different roof profiles, consisting of the centre low-pitch Klip-Lok roof and high-pitch corrugated sheeting roof. Appropriate mounting solutions were implemented to suit each roof type while maintaining structural integrity and weatherproofing.
Due to the site being an operational council facility, detailed planning and coordination were undertaken to minimise disruption to staff and visitors. A crane was utilised for lifting PV panels, inverters, and installation materials onto the roof, with crane staging planned to ensure safe lifting operations and efficient material handling. The installation team implemented appropriate safety controls, including controlled access areas, fall protection measures, and coordinated work activities, ensuring the project was completed safely while maintaining normal council operations.
Outcomes & Client Benefits
The completed 150 kWp / 150 kVA grid-connected solar PV system at the City of Swan Administration Centre has enhanced the facility’s renewable energy generation capability through the integration of high-efficiency PV modules, module-level optimisation, and advanced Fronius inverter technology. The system achieved approximately 8,022.9 kWh of solar energy production over
the reporting period, contributing to reduced grid energy consumption and improved onsite renewable energy utilisation.
